/&gt;imo, there shouldn't be any charter change ever again, not until they have proven that they can implement ALL existing Laws and IF ALL politicians are clean, patriotic and true to their responsibilities, cannot be bought by money or any riches in this world. &lt;br /&gt;&lt;br /&gt;Ni hindi man nga nila mapatupad ng maayos ang mga batas na nagawa na, tapos ngayn babaguhin pa nila ung constitution. sasabihin nila para sa kabutihan ng bansa, BS!!!!&lt;br /&gt;kung ung mga batas na nakakabuti sa bansa di nila mapatupad, eh ung gagalawin pa nila ang constitution, mapagkakatiwalaan ba ung mga taong ganyan. eh parang ung pagbabagong gagawin nila eh hindi naman para sa pilipinas o sa pilipino kundi sa mga dayuhang nagbayad sa kanila.&lt;br /&gt;&lt;br /&gt;sana maging trilyonaryo ako, para ako na lang ang magbabayad sa kanila para gawin kung anong mabuti para sa bansa. alam naman natin na ang pulitika hindi malinis, kahit saang bansa. kaya kung ganun ang sistema, at ang ibang pulitiko eh nag-iisip ng sa bulsa lang nila, un n lng ang gagawin ko, bayaran sila ng maraming milyong piso, para gawin ang pinag-sumpaan nilang responsibilidad nung maupo sila sa gobyerno.&lt;br /&gt;&lt;br /&gt;sasabihin nila na nahuhuli ang pilipinas sa ibang bansa dahil luma ang constitution lolz. dahil hindi tayo nagbebenta ng lupa sa mga dayuhan lolz. eh anong gusto nilang mangyari, maging squatter sa sariling bansa ang halos ng mga pilipino. sino lang ba ang mga may lupa dito, ang mga ayala, yuchengco, tan, mga pulitiko, mga artista, etc. pano ung mga middle class na pilipino, ma-uungusan na ng mga dayuhan at pagdating ng panahon, wala ng pag-aari dito. &lt;br /&gt;&lt;br /&gt;bakit di nila ayusin ang mga red tape sa pagtatag ng business, at turuan ang bawat OFW kung pano magtayo ng sariling negosyo, at ng magkaroon ng businesses at trabaho ang mga pilipino. neways, mas alam "cguro" nila kung anong dapat sa bansa, kaso pano mo naman mapagkakatiwalaan ang mga pulitikong silaw lang ng pera ang tinitingnan at hindi ang consequence ng actions nila. future generations ng pilipino ang maapektuhan dito eh.&lt;br /&gt;&lt;br /&gt;dapat NEVER ng palitan ang constitution!! kung gusto man nilang palitan, dapat LAHAT ng nsa pulitika eh mga taong mapagkakatiwalaan, makabayan at hindi ganid sa pera ang gagawa.... eh mangyayari ba un, di naman fairy tale 'tong buhay natin.&lt;br /&gt;&lt;br /&gt;parang ang dating ng nangyayari eh masyadong konti lang ata ang laman ng utak ng mga taong nagsusulong ng charter change. sa mga nakikita nilang "problema", eh ang solusyon lang nila eh "charter change". wla na silang ibang maisip? o baka naman di talaga sila nag-iisip dahil kelangan lng naman iabot ang pera sa kanila, at para silang robot na gagalaw kung anong type='text'>rh bill teledrama</title><content type='html'>one of the things i find amusing in politics is how some people can sell themselves for money. &lt;br /&gt;maybe it's just me and maybe because of watching so much political series and movies that when i see something fishy, i recognize it in an instant. &lt;br /&gt;&lt;br /&gt;what's happening now with the rh bill debate and the characters surrounding it, i find them all so amusing. i see them as puppets on strings. what the puppet master tells them, they do. so, with this drama, they can show that they are debating, they can show that they are on different sides but at the end of the day most of them have already been paid millions of dollars to just do what that puppet master tells them to do. selling their souls, their country, their children's future for money. they think that because they are rich, their children or family will live a better lives, lolz, maybe they haven't yet realize that if the puppetmaster(s) can move today to take advantage of a country, they can just easily destroy one family. they won't be safe just because they are rich. i don't know how they could sell themselves for money, i mean, i thought there are still some intelligent people in politics, maybe 1 or 2 huh... but those shown on tv news certainly don't resemble any intelligence. &lt;br /&gt;&lt;br /&gt;they could do anything they want with the power they have and make laws that will affect filipinos for centuries to come, but i hope someday they'll realize that those money they receive will mean nothing because they will also be slaves. &lt;br /&gt;&lt;br /&gt;tv news showed yesterday that there are pro and anti rh bill. i just laughed when i saw that segment of them arguing, coz for me it's so obvious. they are arguing and leading the conversation out of the main issue. maybe it's just me being disappointed at how inarticulate and how inefficient those anti-rh bill congresspeople are that i see them as people who have been paid off to just say what they were told to say and not really fight for the rights of the people. &lt;br /&gt;&lt;br /&gt;why are they not arguing about the necessity of this bill?&lt;br /&gt;is it really needed when there is already a department of health, with provisions to provide people (in every place here in philippines) with information about health, family planning, contraceptives, etc. &lt;br /&gt;edcel lagman said that the bill will give "access" to those that won't have it. does that mean that this bill is just a bill so they can get more money for department of health to provide freebies for people, so that means that sexual promiscuity is more important than food or livelihood? for him, that's how he cares for the people of this country.&lt;br /&gt;&lt;br /&gt;and then they have pacquiao as their face or representative for anti-rh bill group? i don't even think he understood the bill. lolz. i also saw some congressmen who talked about religion. it is good that they took into consideration some religious belief, but i think they twisted it and made it a laughingstock, w/c maybe what the person who paid them, wanted them to do. &lt;br /&gt;&lt;br /&gt;so for me, this rh bill, is like a teleserye where there is only one writer and the characters just follow what they're told. &lt;br /&gt;&lt;br /&gt;neways, out of the more than 2,000 pending bills in senate and congress, why are we concentrating on only one? if we are already worried about the contents of ONE controversial bill, what more can we say about those thousands of pending bills. if we can't trust the government officials to do their decision-making based on the good of the people and this country and not on money, what would this country's future be?&lt;br /&gt;&lt;br /&gt;well, maybe the future is not that dire, since laws in this country are treated like they're just suggestions.&lt;div class="blogger-post-footer"&gt;&lt;img width='1' type='text'>angelo reyes</title><content type='html'>sad to hear about the death of a former major general in afp. imo, he was helpless, from watching the news earlier and the reporter's investigative shows from the 3 channels, i came to that conclusion. he was betrayed by his kumpare, and he was left all alone by the person he thought would help him. &lt;br /&gt;&lt;br /&gt;it's really difficult to play in the world of politics, in the end, it's all about your own survival. arroyo, already has lots of problems from her zte scandal, and then one of her probably cronie killing 50 plus people and now garcia and the afp. what i find funny in this whole garcia-afp case is that the group of people who are "investigating" this case are they themselves not so-called "clean". i see it as: ung mga malalaki at matatabang buwaya sa senate and congress eh sila ang nag-iimbestiga sa mga maliliit na buwaya ng afp. they're talking abt 10million funds given to generals who retired, but what about the hundred millions in some big projects of the government. so, sa palagay ko kung mag-iimbestiga sila, ilagay nila ang taong di naman gumawa kahit kelan nung krimeng pinapataw nila dun sa akusado. may makikita ka bang ganun sa mga senador or congressman/woman.&lt;br /&gt;&lt;br /&gt;and to think sa afp p lng un, isang institution lng yan, do you think ung pnp, wlang ganun or any branch of government don't have those kinds of thing happening. they can call it pabaon or whatever, but it's the same, corruption. and it's really really really funny that estrada is one of the two people who started this. hindi ba merong mga assets ang pamilya nila na di rin ma-explain kung san nanggaling ang pera. preho lng sila ng mga arroyo. i dont believe anyone in politics is clean. if you're in politics, you are automatically in a big institution where the system is already corrupt. and probably it's easier to get things done that way. so if you have the power and the money and other resources, you can get whatever you want done. so, i just look at the people inside that political arena, who are actually patriotic and doing things for their country while playing the game of politics.&lt;br /&gt;&lt;br /&gt;there are people who are new and would like to make changes in politics, but their means are like trying to use a plastic knife to cut a big sturdy tree. it's utterly, useless. their intention is good, but looking at the big picture, the consequences of those actions, and the end result when the dust settles. i don't think their actions of bringing down garcia would result in anything at all. this case would be forgotten and people would move on. why do you think garcia hasn't killed himself yet, maybe it's because he has some high cards in his hands. there are big people who's going to support him because they don't want their corruption to be known as well. reyes, most probably, don't have those cards.&lt;br /&gt;&lt;br /&gt;---------------------&lt;br /&gt;&lt;br /&gt;i think, this will go on for a few months, and then it will be forgotten when another big issue surfaces. i just hope when they start something, they would think of the consequences and make sure they win and have made even a little change to the system. it's my opinion, that some politicians of course, don't want to have any organization other than themselves to investigate corruption, because then it will all be over and they can't make their government position a cash cow anymore. actually, if they would just allow to have every person in public office have transparent way of taking and spending money then there wouldn't be any problem. i mean, anong mahirap dun, kung i-d-declare ng pangulo, o eto ung natanggap ng congressman chuchu, tapos ung congressman sasabihin, d2 napunta ang bawat sentimo nung budget na binagay sa akin, pagkatapos merong mag-d-double check nung in-audit, eh di wlang problema, pero sa palagay mo naman, sino sa lahat ng mga nasa public office Philippines, already have the freedom that they're asking for? why do we need that bill to become law?&lt;br /&gt;&lt;br /&gt;currently, we already have the freedom to choose what to use when having sex... why do we need a law to tell us what we can and cannot use during sex? isn't that dictatorship? &lt;br /&gt;&lt;br /&gt;they said it was for women's health... so that means if it's for health, the lawmakers can dictate what the citizens of this country can and cannot use? so at this time, they are only targeting those things used for sex or family planning.... what's next? since it's for health, they can most probably also tell (dictate) us what we can and cannot use when we are exercising... it's for health, right? what else, food, since they are very much concerned about our health, they can also dictate what we can and cannot eat.... wow, applause for the lawmakers. ano 'to, martial law?&lt;br /&gt;&lt;br /&gt;the bill also mentioned about abortion (w/c i think some media news programs fail to mention).... there are already women having it, although illegally... so is that the purpose of this bill? to make abortion legal? i dont know... &lt;br /&gt;&lt;br /&gt;neways, those type='text'>Abu Sayyaf</title><content type='html'>I don't know what principles Abu Sayyaf live by, but i don't think that i will side with people who justify beheading as part of a fight for their cause. Both Christians and Muslims are condemning them. IMHO, they are terrorists. I am sorry for the 3 ICRC members they kidnapped. They volunteered and have good intentions but then they were not well-protected. What is the governor doing there? It's like there is no government presence there. &lt;br /&gt;&lt;br /&gt;Maybe some of the people in that group of terrorists are just misled. I have no idea yet of what they are REALLY fighting for and I'm not sure that some of the group members there understand (fully) what they are fighting for. (I will search more on this)&lt;br /&gt;&lt;br /&gt;Mindanao is part of the Philippines. Any part of that island is part of the Philippines. We cannot give away a land there just because a group of people demands it. There are even conspiracy theories that those groups of people are funded by other nations(probably neighboring countries here in southeast asia). I understand why they would want to fund militant groups in Mindanao. That island is such a strategic place to have in terms of geographic, economic and global advantage. I will delve more on that on my next post. &lt;br /&gt;&lt;br /&gt;For now, I'm just praying that those 3 people will be saved. No one has the right to take their lives. It should be an all out war if they kill those people. I don't know if the government has the balls or the manpower or the gun power to even have a war against the terrorists there, but I think it's time that those terrorists stop ruining that place, stop ruining our country.&lt;br /&gt;&lt;br /&gt;Some things are not yet that clear to me. I'm not sure if some of the locals there support these terrorists. I mean how come the military couldn't get to their hideout and finish this already. I hope that no government official in mindanao are supporting these terrorists and I hope that no locals there are either. They must understand that they can never have progress there if they have terrorists and they will never have true freedom if their beliefs are based on lies. After 2 decades, I think the world has change, hasn't it? Maybe my country, the Philippines, can go with the flow of the world, be competitive internationally. &lt;br /&gt;&lt;br /&gt;I like Joey Concepcion (gonegosyo). He has a balance opinion, just like me hehehe. He knows that the constitution needs to be changed. It is just not the right time. I mean there will be an election coming up. At this time, I am pro-administration. yung mga galamay nila is starting to get on my nerves, especially when they started talking about changing the constitution when they have to prepare for an election. Nakakairita as in. coz this thing they're doing right now, can add to the already negative connotation some people have about change. &lt;br /&gt;&lt;br /&gt;Actually, I find it amusing that some people when they hear the words "charter change" without even asking if they agree with it, they will immediately say "no". It's like a reflex, charter change? no. funny. but when you think of posterity and the lives of the people in this country. I don't think it's funny. I admire some people for having the energy to go to protest rallies, I just hope they KNOW what they are fighting for. Wag sana silang pupunta dun, kc sabi ng teacher nila or dahil ganun din yung gagawin ng mga kaibigan nila. I hope each Filipino forms his/her opinion about this and not join pro or anti rally until they actually analyze what charter change would mean for the future of this country, for the future of their children. &lt;br /&gt;&lt;br /&gt;Ang naiintindihan ko nga lang sa ngayon about the economic side that they will change from the constitution is that they would make it legal for foreigners to own lands here. Not sure about that, because if they approved that, I think after a year, only a few Filipinos will have a land in their own country. Lands here are cheap compare to other countries and foreigners have more money. The argument of the administration is that foreigners cannot take the lands when they leave the country, baket? sinabi ba ng some of the foreigners na aalis sila? There are lots of people or retirees who choose this country to live after they retire. But, let the people decide if they want Con-ass or a Constitutional Convention. Whichever is voted, full implementation on political changes should only happen in 2016. The needed changes on economic provisions of the constitution can be made effective immediately. There is nothing wrong in reviewing the constitution, but timing and perceptions must be considered. Any form of amendment before 2010 become negative to a lot of Filipinos, since they look at it with suspicion in extending the president's term. As I explained to friends from the opposition, PGMA will not extend her term. She wants to see our democracy continue, especially in times like this. But yes, it's time to start the debates on whether Mar Roxas' Concon or Conass should be the way to review and change the constitution and what provisions must be revised to adjust to the current environment.&lt;br /&gt;&lt;br /&gt;-----he really is an intelligent man. Reputable survey groups like Pulse Asia and the Social Weather Stations conducted these polls.&lt;br /&gt;Maybe they were correct as far as the surveys are concerned. But these are the very same survey groups that also conducted the polls which showed President Arroyo had won over the late Fernando Poe Jr. in 2004. Their exit polls, as well as those of many other reputable survey groups, also showed that the President won by more than 1 million votes. Yet the opposition and various forces left and right of the political spectrum continue to question the legitimacy of her administration.&lt;br /&gt;Â &lt;br /&gt;The difference between a poll survey and an opinion survey is that the former requires specific answers to a very direct question (e.g., Who would you vote for president?) while the latter only draws out perceptions. The former necessitates the revelation of decisions made or to be made by survey respondents while the latter makes out only their personal views. And there is a world of difference between a decision and an opinion.&lt;br /&gt;Â &lt;br /&gt;In 2004, the country decided and President Arroyo won. The surveys showed that. The official result was clear. GMAâ€™s victory would have been questionable if the surveys had shown that FPJ won. FPJ and the opposition lost because they were disunited, and the President was as popular then as the late movie actor. Also, several factors came inâ€”like the announcement that Sen. Raul Roco was suffering from prostate cancer.&lt;br /&gt;Â &lt;br /&gt;Essentially, surveys are scientifically correct. There may be no question about the negative perception against President Arroyo. But that is just a perception. The negative views of national leaders are a worldwide phenomenon these days. This country does not have enough oil for its domestic consumption and we have been importing rice since time immemorial. Jamby Madrigal has urged the Senate ways and means committee to look into the cyber gambling operations at the Cagayan Economic Zone (CEZ), which she said were “inexplicably” not covered by the Philippine Amusement and Gaming Corp. (Pagcor).&lt;br /&gt;&lt;br /&gt;“That’s a grave abuse of discretion,” said Madrigal, who added that the CEZ or any other special economic zone should not be allowed to have gambling operations not under the control of Pagcor.&lt;br /&gt;&lt;br /&gt;In an interview with the Philippine Daily Inquirer, Madrigal said the CEZ Authority has claimed that the law creating the Port Irene free port, Republic Act No. 7922, authored by then Cagayan Rep. Juan Ponce Enrile in 1995, specifically states that it has the right “to operate on its own, either directly or through a subsidiary entity, or license to others, tourism-related activities, including games, amusements, recreational and sports facilities such as horse racing, dog racing, gambling casinos, golf courses and others, under priorities and standards set by the CEZA.”&lt;br /&gt;&lt;br /&gt;To parry opposition from the Catholic Church, which is against all forms of gambling, CEZA has argued that the casinos cater exclusively to foreign players or their proxies, with Filipinos barred from betting.&lt;br /&gt;&lt;br /&gt;According to Madrigal, this has made Port Irene the only free port legally allowed to issue online gambling licenses to offshore companies without Pagcor’s approval.&lt;br /&gt;&lt;br /&gt;CEZA officials have been promoting the CEZ over the past three years as a hub for gambling. Such games as jai-alai and dog and horse racing complement the growing number of online gaming operators, she said.&lt;br /&gt;&lt;br /&gt;Last year, Madrigal said, CEZA made P110 million in revenues, 90 percent of which came from casino earnings. Internet gaming firms are charged a two-percent tax on their gross earnings. The tax revenues are split between CEZA and the free port’s master licensor, First Cagayan Leisure and Resorts Corp.&lt;br /&gt;&lt;br /&gt;CEZA said it expected its revenues to double to over 200 million this year with the influx of more cyber gambling operators.&lt;br /&gt;&lt;br /&gt;Aside from the question of whether CEZA gaming locators should be supervised by Pagcor, Madrigal said the Senate should also look into reports that some of them were operating outside Cagayan, like Makati City.&lt;br /&gt;&lt;br /&gt;“I know for a fact that the cyber gambling operations there (Port Irene) have operations outside of CEZA. Ramos&lt;br /&gt;&lt;br /&gt;LAST Sunday, we identified the "ticking time-bombs" that could explode anytime and damage/sink our RP ship-of-state wherein all Filipinos (here and overseas), foreign residents, and unborn generations are onboard. Our elected leaders, therefore, have the inescapable responsibility to put their acts together without delay, and focus on corrective actions within a strategic, long-term reform framework that builds state capacity and people’s competitiveness. This is what the MDG and sustainable development mean. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Missing: Strategic announcements&lt;br /&gt;&lt;br /&gt;Published before the SoNA, (with an advance copy provided Malacañang), it was hoped that the honest-to-goodness suggestions we offered would convince PGMA to focus upon our multi-year, intertwined problems. Worried citizens, especially poor Filipinos, have been expecting strategic announcements to squarely address the "ticking bombs." Instead, Congress and our people were regaled with the gift items she had doled out. There was also a well-applauded fashion show of ethnic attire, notably that of a topless tribal chief, Mayor Rosario (male) Camma of Nagtipunan, Quirino, and head of 15,000 strong Bugkalots. Indeed, the 2008 SoNA was an audiovisual masterpiece of showbusiness and public relations. &lt;br /&gt;&lt;br /&gt;However, was not PGMA’s next-to-the-last SoNA supposed to define her legacy so that younger Filipinos – particularly the marginalized, OFWs, babies and even the unborn – could enjoy a higher quality of life, free of the hassles, deprivation and hardships their elders undergo today? To harvest such better future early enough, common sense requires that we now SOW NA the missing reforms such as electoral processes and competitiveness enhancement. Was SoNA just a SHOW-NA?&lt;br /&gt;&lt;br /&gt;PGMA, to the disappointment of mothers and youth leaders, also failed to dwell on the campaign against drug trafficking. She missed the opportunity at the Batasan to commend P/Senior Supt. Noli Taliño, PNP La Union Commander for uncovering last July 11, a warehouse with enough materials for manufacturing shabu with a street value of R1.3 trillion! &lt;br /&gt;&lt;br /&gt;Biting the bullet&lt;br /&gt;&lt;br /&gt;In the context of our people’s well-being and national security, these ticking time-bombs still can be tackled with a combination of both immediate and long-range reforms, prescriptions for which have been discussed ad infinitum. But, PGMA failed to effectively articulate them. She did not bite the bullet. &lt;br /&gt;&lt;br /&gt;Consider these major issues the public expected to be addressed, but were only tangentially treated:&lt;br /&gt;&lt;br /&gt;(1) Unlevel playing field favoring monopolists, dynastists and oligarchs. (Study Jose Almonte’s book on the subject). &lt;br /&gt;&lt;br /&gt;(2) Reputation for official corruption and bureaucratic redtape leading to higher costs. (Refer to Transparency International, PERC, FSGO Reports, and the Sandiganbayan decision on the People of the Philippines versus Joseph Ejercito Estrada criminal case). &lt;br /&gt;&lt;br /&gt;(3) Non-credible electoral processes, and political abuse by tradpols and turncoats. (Bring out the Davide Report on Electoral Reforms not yet released by Malacañang). &lt;br /&gt;&lt;br /&gt;(4) Disputatious/flip-flopping decision-making. (What’s the survivability of Cabinet Secretaries? Not good, even if one is drawn into playing musical chairs, and quite short if he/she abandons ship). &lt;br /&gt;&lt;br /&gt;(5) Divided society with vestiges of feudal paternalism predominating. (Take SWS and Pulse Asia surveys on trust ratings and self-rated poverty/hunger). &lt;br /&gt;&lt;br /&gt;(6) Lack of durable peace in Mindanao and elsewhere. (Let’s hope the GRP-MILF "breakthrough" succeeds, and that Filipinos of whatever creed, ethnic origin and ideology clearly see that their better future is intimately interlinked with people empowerment, enduring peace and sustainable development). &lt;br /&gt;&lt;br /&gt;The most devastating&lt;br /&gt;&lt;br /&gt;Of the ticking bombs, the most devastating – because of the relentless pressure of time – are poverty, overpopulation and environmental challenges. R.A. 8425 (1997 Social Reform and Poverty Alleviation Law) provided the impetus and legal framework for the mandatory extension of credit to the poor – leading to their selfhelp/self-reliance thru microentrepreneurship. The Land Bank plays an overpowering role in micro-lending, controlling 67 percent (R69 billion of R102 billion) of the loan portfolio, in contravention to the law’s original community-oriented concept. Largely curtailed is the essential role of thrift/savings banks, cooperative rural banks, NGOs and corporate lenders whose "spread-out" capabilities could eliminate the pernicious "5-6" system. &lt;br /&gt;&lt;br /&gt;PGMA credits herself with 2.04 percent population growth rate lower than 2.30 percent during the 1990s. But, she is conveniently forgetting that population growth, fertility rates, and reproductive health are generational processes in terms of gestation time. The modern/preferred methods of family planning instituted in 1993 were accessed, with proper educational aids, to the immature teenagers at that time who satisfied their anxieties about sexuality by downloading pornomovies from the internet. Aren’t those sexually active 1993 teenagers the informed married couples and healthier mothers of today? To harvest good results in 2008, it was important to SOW NA in 1993 the "best practices" on the nuances of sex and reproductive health in young people’s minds. &lt;br /&gt;&lt;br /&gt;Controlling HIV/AIDS&lt;br /&gt;&lt;br /&gt;In 1993, did not our DoH, supported by Malacañang and cooperative communities, take aggressive actions to limit the scourge of HIV/AIDS to just 0.2 percent of those aged 15-49 years? The dreaded disease, however, continues to decimate many countries of the likes of Thailand (at 4.3 percent), South Africa (at 20.7 percent), Zimbabwe (at 27.6 percent), or Botswana (at 32.0 percent). In September, 1996, I promulgated Presidential Proclamation 888 (the first time any head of government issued such a declaration to fight HIV/AIDS, said Dr. Peter Piot, Executive Director of UNAIDS). This was reinforced by R.A. 8504 (AIDS Prevention and Control Act) in early 1998. &lt;br /&gt;&lt;br /&gt;Obviously, successor administrations cannot harvest population and health dividends unless "NAG-SOW NA" sa una. Twenty-five years or one generation from now – if PGMA’s regime of natural family planning persists – we will surely experience an explosion not only of population, but also of endemic HIV/AIDS incidence probably surpassing Thailand’s, even as the redoubtable Mechai Viravaidya, now a Senator and 1994 Ramon Magsaysay Awardee, continues to pursue population management and AIDS prevention in Thailand. &lt;br /&gt;&lt;br /&gt;Environmental challenges&lt;br /&gt;&lt;br /&gt;Unfortunately, PGMA in her 2008 SONA failed to address environmental degradation, reduced potable water per capita, and declining natural resources. (Study Al Gore’s docu-video "The Inconvenient Truth", first previewed in the Philippines at the Yuchengco Towers, Makati last February, 2006). The carrying capacity of Mother Earth in terms of food, drinking water, clean air, energy – and even space – amounts to only so much. Yet everyday, every minute, humans in galloping numbers everywhere, are adding to nature’s degradation by uninhibited consumption, extravagant lifestyles and "dirty" powerplants and vehicles, with the US as the main culprit. This is the fundamental conclusion of Al Gore and Dr. Rajendra Pachauri, 2007 Nobel Prize coawardees. Enough has been recorded and documented about global warming and climate change by scientists and international institutions, notably the UN itself, but these PGMA forgot to address.&lt;br /&gt;&lt;br /&gt;Potable water and irrigation&lt;br /&gt;&lt;br /&gt;PGMA’s reference to the Bugkalot tribe requires a bit of historical background. They were the hillpeople dislocated from their Pantabangan habitat in 1974. My strategic solution to the twin problems of the poverty of the minorities and the perennial lack of water in the over-designed Pantabangan reservoir was the Pantabangan-Casecnan Transbasin Project. It provided livelihood for the local people including the Bugkalots, downstream irrigation for 50,000 hectares of new farmlands in Nueva Ecija and 100,000 hectares of partly irrigated ricefields in Pampanga and Bulacan, and 120 megawatts of hydropower – entailing tunneling of 26 kilometers under the Sierra Madres. If that had not been started in 1995, would Chief Camma have made his dramatic SoNA appearance? That’s doubtful. &lt;br /&gt;&lt;br /&gt;Consider also the highlighting of Pedro Faviolas who benefitted from the Malmar (Cotabato) irrigation system that added substantially to Mindanao’s hectarage for rice and other crops. In 1996, it was crucial to MAG-SOW NA in the Malmar and Kabulnan (Maguindanao) watersheds – because powerplants, irrigation systems, agricultural modernization, and poverty alleviation thru self-reliance are not quickie undertakings but require substantial time for conceptualization, corporate negotiations, engineering and environmental impact studies, financial mobilization, and legislative-executive coordination. The same could be said for the Ramos-era Angat-Umiray Transbasin and San Roque Multipurpose Dam Projects, and MWSS privatization. &lt;br /&gt;&lt;br /&gt;Being helpful&lt;br /&gt;&lt;br /&gt;Because we are together onboard our one and only Ship which today is leaky and slowmoving, we all have to try to be helpful. But, PGMA cannot just continue skippering our Ship headlong, oblivious of danger signs out there. No Filipino would relish suffering the same fate as the 900 trusting passengers on the ill-fated MV Princess of the Stars who perished in the face of PAGASA typhoon warnings and Coast Guard safety rules, while risking a voyage on uncertain seas with hidden obstacles along the way. &lt;br /&gt;&lt;br /&gt;Please send any comments to fvr@rpdev.org. ROSARIO&lt;br /&gt;&lt;br /&gt;Politicians using graft and corruption controversies could be gaining much-needed political mileage for election but are likewise hurting the image of Filipinos to foreigners.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Presidential Anti-Graft Commission (PAGC) Chairperson Connie de Guzman warned that as a result of the politicizing of the graft and corruption issue, the notoriety of being dishonest might be labeled on all Filipinos, not just on the culprits in the government.&lt;br /&gt;&lt;br /&gt;At yesterday’s Friday Balitaan News Forum, De Guzman lamented the alleged disinformation campaign, mostly initiated by politicians, on various studies on transparency and good government conducted in the past by foreign research groups.&lt;br /&gt;&lt;br /&gt;She said some of the studies and surveys conducted are merely "perception based" and not taken as a result of actual occurrences.&lt;br /&gt;&lt;br /&gt;Citing several instances in the past, De Guzman said politicians are quick to blame government for the worsening graft and corruption record when those who conducted the studies admit that these are wrong interpretation of the results of the study.&lt;br /&gt;&lt;br /&gt;She said one such incident was the well-publicized claim of the opposition on a foreign research that the Philippine government is the most corrupt in Asia.&lt;br /&gt;&lt;br /&gt;"Corruption issues are highly politicized here. Nagagamit ito para sa sariling kapakanan ng mga pulitiko," the PAGC chief stressed. "Darating ang panahon na magiging masama ang paghuhusga sa ating lipi dahil na rin sa ganitong mga paninira." (For being discredited, time will come when our race will be judged unfavorably).&lt;br /&gt;&lt;br /&gt;According to De Guzman the World Bank is very supportive of the PAGC anti-graft efforts that it allocated 0,000 to fund the Integrity Development Action Plan the agency has launched.&lt;br /&gt;&lt;br /&gt;Likewise, she boasted that the Arroyo government has been actively leading the anti-graft campaign within the bureaucracy as gleaned from the fact that it had its seven- year record show that it resolved 127 administrative cases involving corruption charges, with 72 officials being dismissed.&lt;br /&gt;&lt;br /&gt;The record is highest among the most recent government administrations, she claimed.&lt;br /&gt;&lt;br /&gt;In the same forum, lawyer Estrella Elamparo said the Government Service Insurance System remains optimistic about the fairness of the country’s judicial system despite reports of alleged bribery in the Court of Appeals.&lt;br /&gt;&lt;br /&gt;The bribery issue brought up by CA Associate Justice Jose Sabio Jr. marred the resolution of the case filed by the GSIS against Manila Electric Co. in connection with the controversy surrounding the election of officers of the electric distributor headed by the Lopez family.&lt;br /&gt;&lt;br /&gt;GSIS lost the case in the wake of accusations aired by Sabio that there was irregularity in the handing down of the decision. Jocelyn Limkaichong’s request for an oral argument on the case she filed against the decision of the Commission on Election (Comelec) disqualifying her from post on account that she is not a natural-born Filipino.&lt;br /&gt;ADVERTISEMENT&lt;br /&gt;&lt;br /&gt;In a minute resolution, the Court en banc scheduled on August 12, 2007 at 1:30 p.m. the hearing on Limkaichong's petition seeking a reversal of the Comelec's resolution that granted the two complaints for her disqualification in the May 14, 2007 elections.&lt;br /&gt;&lt;br /&gt;The Comelec on May 17, 2007, ruled that Limkaichong is not a natural-born Filipino since her father, Julio Ong Sy, failed to acquire Filipino citizenship.&lt;br /&gt;&lt;br /&gt;Limkaichong, in her petition before the high court, claimed that the poll body has no jurisdiction to hear the citizenship complaints as this power is vested with the House of Representatives Electoral Tribunal, owing to her proclamation as winner on May 25, 2007.&lt;br /&gt;&lt;br /&gt;Limkaichong ran for the position of representative of the 1st district of Negros Oriental under the banner of the administration Lakas-Christian Muslim Democrat (Lakas-CMD) party. He also showed that aside from the region’s divide in income, health and opportunity, there is also “Knowledge or Digital” divide.)&lt;br /&gt;&lt;br /&gt;Overcoming the Knowledge Divide to attain the MDGs. A country’s attainment of its Millennium Development Goals depends to a large extent on its access to knowledge and information. Knowledge empowers people; it enables them to make informed choices and decisions.&lt;br /&gt;&lt;br /&gt;For instance, many new health protocols and discoveries can now deal efficiently with health problems endemic in poor countries. Unfortunately, impoverished societies and individuals do not yet have access to this crucial body of information.&lt;br /&gt;&lt;br /&gt;Lack of access can be attributed to communication-related issues and concerns such as lack of awareness and/or knowledge; lack of ICT and media infrastructures; inadequate technology transfer; unfocused promotion and commercialization strategies; and inhibitive protection of Intellectual Property Rights (IPRs) controlled by large trans­national corporations.&lt;br /&gt;&lt;br /&gt;Theoretically, people now have technologically unlimited options in applying communication media to human concerns that impact on development—in areas such as health, nutrition, education, literacy, welfare, environment, livelihood and so forth.&lt;br /&gt;&lt;br /&gt;UNICEF, for instance, has acknowledged that the surge in communication capacity has now made it possible to access knowledge and technology on child survival, reproductive health, environmental protection, and other parameters of sustainable development to the worlds disadvantage peoples. As early as 1988, UNICEF estimated that if, at that time, such technologies and knowledge were shared with the world’s poorest of the poor, then the world could reduce, by at least half, the insidious carnage of 250,000 child-deaths each week.&lt;br /&gt;&lt;br /&gt;Action agenda toward attaining the MDGs&lt;br /&gt;&lt;br /&gt;In the light of all these, what then should be the action agenda for communicators in the Asia-Pacific?&lt;br /&gt;&lt;br /&gt;First, we need a broader and deeper spectrum of truly creative communication strategies. “More of the same” will no longer suffice.&lt;br /&gt;&lt;br /&gt;Second, we must come up with more imaginative, easily-understood packaging for MDG messages—packaging that will make this crucial messages easily available to the poorest of the poor in order to foster self-help and self reliance.&lt;br /&gt;&lt;br /&gt;Third, we have to facilitate participatory processes in our MDG communication programs. These should be empowering for ordinary people who are the most numerous among the stakeholders so that they can take part in the planning and decision-making for their better future. Development should focus on sustainable changed that benefits margina­lized people whom development has left behind.&lt;br /&gt;&lt;br /&gt;And finally, but not the least, we should deal with the politico-economic problems affecting the use of ICT to attain our MDGs. The most obvious is the inequity in access to ICT hardware. Government and civil society, particularly the philanthropic sectors, should work together more intimately to set up more public access facilities such as community electronic-centers and internet access-desks in our barangay halls.&lt;br /&gt;&lt;br /&gt;We should also deal more effectively with the issue of IPRs. In this regard, government and international organizations such as the World Intellectual Property Organization (WIPO) should promote the equitable use of public domain information and “a more democratic commons.”&lt;br /&gt;&lt;br /&gt;Atty. Adrian S. Cristobal Jr., Director-General of the Intellectual Property Office of the Philippines (IPO-Phil), makes this cogent observation: “A number of Philippine biodiversity and genetic resources have been lost to foreign patenting without the corresponding benefit-sharing for our country. Our country is losing billions of pesos in potential income to illegal bio-prospectors and bio-pirates of bio-diversity and genetic resources.”&lt;br /&gt;&lt;br /&gt;Author Roberto Verzola of the University of the Philippines reports that developed economies use IPRs as a legal mechanism to limit or to prevent information sharing. The rich countries generally regard IPR as a “monopoly right” intended to prevent profits. He laments that: “Advance countries think nothing of pirating our best scientists, engineers, technicians, and other professionals. They also pirate our genetic resources. Their scientist roam the world pirating biodi­versity resources like micro-organisms, plants and animals, and even human DNA. They then claim monopoly ownership over the genetic information they extract, patent them, and sell them back to us at high prices.”&lt;br /&gt;&lt;br /&gt;In the light of these unforeseen consequences of new technologies, AMIC should really venture beyond massage development and technical processes into a truly innovative configuration and application of ICT to the attainment of our Millennium Development Goals—on schedule.&lt;br /&gt;&lt;br /&gt;There are politico-economic issues at the global and regional levels that the international community must resolve if leaders sincerely wish to facilitate the free flow of knowledge and information that will benefit the poorest of the poor.&lt;br /&gt;&lt;br /&gt;Summing up&lt;br /&gt;&lt;br /&gt;In closing, let me challenge communication practitioners in the Asia Pacific to commit themselves to a deeper partnership with the leaders and policy- makers in the region and in our respective countries. Together, practitioners and policy- makers should work to ensure that media information, and knowledge through the ever- unfolding areas of ICTs are made to converge towards the center of gravity of all our development efforts.&lt;br /&gt;&lt;br /&gt;Only by forging such intimate partnership can our countries hope to achieve our MDGs. Only through such as synergistic national, original, and development for generations to come.&lt;br /&gt;&lt;br /&gt;In simple terms, all of the above are what we in the Ramos Peace and Development Foundation (RPDEV) call our caring, sharing and daring for each other—and for our common interests. Caring and sharing are easy enough for Filipinos to do, because we as Filipinos to do, because we as a people are naturally friendly, hospitable, compassionate, helpful, generous, and even forgiving.&lt;br /&gt;&lt;br /&gt;But daring really means to give more than to take; to sacrifice for the common good; to take united action to overcome challenges; daring means to perform, reform and transform, and to help others to have better lives. Daring means standing up for the younger generations and the limited, fragile environment that should still be able to support life even after we are long gone. Daring means the exercise of consistent political will. Daring means not just physical courage, but also intestinal fortitude. Daring means caring and sharing. Caring, sharing and daring, in fact, are among the key commitments that have worked for us in times of challenge, calamity and crisis in the past. (Can we do this???)&lt;br /&gt;&lt;br /&gt;Thank you and Mabuhay—Best wishes to all!!! &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\&lt;br /&gt;&lt;br /&gt;Ramos wants Lakas to be super party&lt;br /&gt;&lt;br /&gt;By Joyce Pangco Pañares&lt;br /&gt;&lt;br /&gt;Baguio City—Former President Fidel Ramos wants the ruling party Lakas Christian-Muslim Democrats to merge with two other parties and get Senate President Manuel Villar and Senator Loren Legarda into the roster of potential standard-bearer for the 2010 polls.&lt;br /&gt;&lt;br /&gt;Ramos, chairman emeritus of Lakas, made known his sentiments through his spokesman who said the former president was dissatisfied with the way the Lakas merger with Kampi was proceeding.&lt;br /&gt;&lt;br /&gt;Ramos would also like Lakas to have Villar’s Nacionalista Party and Nationalist People’s Coalition as partners for the 2010 elections, Ed Malay said. Nacionalista and NPC are members of the old Lakas-led coalition.&lt;br /&gt;&lt;br /&gt;With the two parties under its wings, Lakas could emerge as a super party and dominate the 2010 elections, according to Malay.&lt;br /&gt;&lt;br /&gt;Ramos was not happy with the process as exemplified in the Lakas-Kampi regional agreement in Davao City where the first regional merger was signed without prior consultation with party leaders. “He does not want this [merger] rammed into the throats of our members,” Malay said.&lt;br /&gt;&lt;br /&gt;Lakas secretary general Senator Juan Miguel Zubiri declined to react on Ramos’ idea except to say that the former leader failed to attend the regional meeting in Baguio City because of health reasons. He just had a surgery to remove potentially cancerous facial warts, Zubiri said. “But it is not life-threatening,” Zubiri said in an interview.&lt;br /&gt;&lt;br /&gt;Ramos stayed at the Asian Hospital and Medical Center in Muntinlupa for four days and was discharged on Wednesday.&lt;br /&gt;&lt;br /&gt;“He’s not really opposed to the merger with Kampi but he wants to merge with other member-parties in the coalition, specifically NP and NPC which already have presidential candidates of their own,” Malay said.&lt;br /&gt;&lt;br /&gt;Ramos’ vision for Lakas as a super party will include Nacionalista and NPC, thus effectively wiping out the opposition in the 2010 presidential race, according to sources.&lt;br /&gt;&lt;br /&gt;Villar is considered a strong presidential bet while NPC counts on Legarda, Senator Francis Escudero, and Defense Secretary Gilbert Teodoro among its potential standard bearer.&lt;br /&gt;&lt;br /&gt;“So far, Lakas only has two candidates—[Metro Manila Development Authority Chairman Bayani] Fernando and [Quezon City Mayor Sonny] Belmonte and Kampi does not even have one yet,” Malay said. “We have to expand our choices by including other political parties if we really want a super party by 2010.”&lt;br /&gt;&lt;br /&gt;Kampi chairman Interior Secretary Ronaldo Puno said it could take a year to finish all the regional mergers before the final merger is done at the national level, with Lakas as the surviving party.&lt;br /&gt;&lt;br /&gt;Both parties also agreed to adopt the “equity of the incumbent” principle to prevent a repeat of the debacle the administration suffered during the 2007 senatorial elections. Lack of coordination saw candidates from Lakas and Kampi running against each other at the local level.&lt;br /&gt;&lt;br /&gt;Of the 12 administration candidates during last year’s polls, only three managed to win—a failure attributed largely to the fact that many local candidates from Lakas and Kampi have failed to campaign for the national candidates as they fought against each other in the regional level.&lt;br /&gt;&lt;br /&gt;Mrs. Arroyo, Lakas chairman, said the merger of the country’s two biggest political parties, which account for almost 200 national and 8,000 local officials, will result in continuity in policies to move the country forward. She is also the moving force behind the creation of Kampi in the 1980s.&lt;br /&gt;&lt;br /&gt;“Our unity will bring us to First World status within the next generation,” the President said after witnessing the signing of the regional merger declaration.&lt;br /&gt;&lt;br /&gt;Earlier, Mrs. Arroyo said the Lakas-Kampi merger will signal the success of whoever will be chosen as the administration’s standard bearer in the 2010 presidential elections.&lt;br /&gt;&lt;br /&gt;“We will continue to work hard to fulfill our Philippine Reform Agenda until the day I turn the national leadership over to my successor, who I’m sure will be whoever Lakas-Kampi will support, because we will work for victory to propagate our agenda,” Mrs. Arroyo said.&lt;br /&gt;&lt;br /&gt;Meanwhile, 200 officials of the six provinces in the Cordillera Administrative Region pledged their support for the Lakas-Kampi regional merger, the second of such deals to be signed by the two parties. The first such event was held last month in Davao City.&lt;br /&gt;&lt;br /&gt;Malacañang had earlier announced that Ramos would attend Friday's merger meeting in the Cordillera Autonomous Region (CAR), but changed its advisory on Thursday afternoon.&lt;br /&gt;&lt;br /&gt;President Macapagal-Arroyo witnessed the signing of the second merger agreement at Camp John Hay. Juan Miguel Zubiri, the secretary general of Lakas, said he and other party leaders saw Ramos on July 15, when the latter was discharged from the Asian Hospital in Muntinlupa City.&lt;br /&gt;&lt;br /&gt;He said Ramos had told them to proceed with the merger consultations.&lt;br /&gt;&lt;br /&gt;"Actually, for the record, he (Ramos) couldn't make it because he has just had this surgical procedure. He had a lot of skin warts that could lead to skin cancer. That's the truth and nothing but the truth," Zubiri told reporters before the start of the meeting.&lt;br /&gt;&lt;br /&gt;He said Ramos had been invited to attend the next regional Lakas-Kampi merger meeting in Cagayan de Oro on Aug. 1.&lt;br /&gt;&lt;br /&gt;Interior Secretary Ronaldo Puno, the secretary general of Kampi, also told reporters that he and other officials "could only wish Mr. Ramos would be present at every occasion, but we can understand if he had other things to do."&lt;br /&gt;&lt;br /&gt;"But the main players here are the regional local officials ... These are regional affairs," Puno said.&lt;br /&gt;&lt;br /&gt;Bottom-up&lt;br /&gt;&lt;br /&gt;Zubiri said the merger process between Lakas and Kampi was moving fast, and that the two parties were following a "bottom-up" approach that involved consultations with the lower levels, as desired by Ms Arroyo and Speaker Prospero Nograles.&lt;br /&gt;&lt;br /&gt;He said they intended to consult with partymates in 14 regions and, thus, it would take a year to complete the process.&lt;br /&gt;&lt;br /&gt;"We really believe [the process] should be consultative rather than [involving] a directive from the top," Zubiri said.&lt;br /&gt;&lt;br /&gt;He said it would be "useless" if Lakas and Kampi leaders in Manila made "an outright declaration" of a merger, "and then those down there, governors and mayors, would say, 'The merger was just at that level, and we will not abide by it.'"&lt;br /&gt;&lt;br /&gt;Zubiri said certain areas, such as Bicol and Central Luzon, could pose problems as far as a Lakas-Kampi merger was concerned.&lt;br /&gt;&lt;br /&gt;He said they had to tread carefully in Pangasinan, the stronghold of Rep. Jose de Venecia, the former Speaker and erstwhile Lakas president, although he expressed hope that the latter would support the merger.&lt;br /&gt;&lt;br /&gt;"Because at the end of the day, this is a 'balik Lakas' program," he said, pointing out that Kampi members were all ex-members of Lakas.&lt;br /&gt;&lt;br /&gt;No consultation in Davao&lt;br /&gt;&lt;br /&gt;Like Zubiri, Puno said he expected the merger to be completed in a year.&lt;br /&gt;&lt;br /&gt;Asked whether Kampi wanted a merger with other coalition partners, Puno said it wanted a merger with Lakas but "the others had not gone in that direction."&lt;br /&gt;&lt;br /&gt;Explaining Ramos' position on the matter, Malay told reporters that the former President wanted Lakas members "on the ground" to be consulted.&lt;br /&gt;&lt;br /&gt;He said no consultation was made in the first regional merger meeting last month: "What happened in Davao was that they were all gathered in a hotel room. Then there were speeches, then after that, they prepared the declaration of merger, then both parties signed it in the presence of the President."&lt;br /&gt;&lt;br /&gt;Malay noted, however, that Friday's merger meeting was "different" because Lakas members in the Cordillera and the provinces of Abra, Kalinga and Apayao were consulted.&lt;br /&gt;&lt;br /&gt;"That's what he wants--for members to be consulted," Malay said.&lt;br /&gt;&lt;br /&gt;He reiterated that Ramos was not opposed to the Lakas-Kampi merger but wanted Lakas to also merge with the NPC and NP.&lt;br /&gt;&lt;br /&gt;"What he's probably looking at is, if you can work for a merger of these political parties, you will instantly have a roster of presidential candidates," Malay said.&lt;br /&gt;&lt;br /&gt;What's in a name?&lt;br /&gt;&lt;br /&gt;Zubiri said the merged party would be called "Lakas-Kampi-CMD" because Lakas was the "surviving party."&lt;br /&gt;&lt;br /&gt;But some members of the two parties referred to it as the "Kampi-Lakas" party.&lt;br /&gt;&lt;br /&gt;Officially, Lakas should retain the title, according to Baguio Rep. Mauricio Domogan, the Lakas Cordillera coordinator.&lt;br /&gt;&lt;br /&gt;He said the national directorates of the two parties had yet to address the proposed name, "Lakas-Kampi-CMD," but added that it should not be a bone of contention.&lt;br /&gt;&lt;br /&gt;He said Lakas members in the Cordillera had agreed to a merger only if the party would remain a dominant force.&lt;br /&gt;&lt;br /&gt;"We want to be the dominant party in this merger," Domogan told reporters in a press conference on Thursday night.&lt;br /&gt;&lt;br /&gt;"Technically, the merger means we can no longer distinguish between Lakas and Kampi, but congressional records would show that the majority of these party men came from Lakas," he said.&lt;br /&gt;&lt;br /&gt;Nograles said the merger was necessary.&lt;br /&gt;&lt;br /&gt;"We don't want to lose in 2010...We are already the party in power," he said.&lt;br /&gt;&lt;br /&gt;Nograles also said the new party would be composed of 143 congressional representatives, 55 governors, eight city mayors, 945 town mayors and 7,000 vice governors, vice mayors, provincial board members and town councilors.&lt;br /&gt;&lt;br /&gt;Arroyo's term&lt;br /&gt;&lt;br /&gt;Domogan dismissed speculations that the merger would assure Ms Arroyo an extended term of office.&lt;br /&gt;&lt;br /&gt;The speculations are being fueled by a bid to amend the 1987 Constitution, but Domogan said it was not part of the agenda in the merger talks.&lt;br /&gt;&lt;br /&gt;"If we do this, our credibility will be destroyed," he said.&lt;br /&gt;&lt;br /&gt;Former Sen. Heherson Alvarez, the Lakas-CMD vice president for Luzon, said the possible presidential candidates had yet to be discussed in the merger meetings.&lt;br /&gt;&lt;br /&gt;But Zubiri kept addressing Metropolitan Manila Development Authority Chair Bayani Fernando, who attended Friday's event, as the "presidentiable."&lt;br /&gt;&lt;br /&gt;At present, Lakas is considering Fernando and Quezon City Mayor Feliciano "Sonny" Belmonte for the 2010 polls.
